9news now at 5 p.m. 9news now at 6 p.m. starts now. >> this house has act and it is time for the administration and time for our colleagues across the aisle put something on the table. tell us where you are. right now we are just moments away from a house vote to raise the debt ceiling and cut the deficit. after failing to secure enough votes in his own party yesterday the speaker of the house made some big changes to get tea party support and it appears to have worked. gary neurenberg has been watching this debate on the house floor. he's here now with the latest and you can feel that emotion on the floor, gary. >> reporter: after an all night back to the drawing boards house speaker john boehner unveiled a new plan that temporarily raises the debt limit but requires congress pass a balanced budget amendment to the constitution before that debt ceiling can be raised again in just a few months. he needed that to get his own

party to sign off. >> the house is not in order, speaker of the house. >> reporter: seemed that way. buying tea party votes with his bill restricting a second step debt ceiling increase. >> it means both chambers of congress must pass a balanced budget amendment before the president can raise the debt ceiling once again. >> reporter: democratic response. >> it is a plan that would force us to relive this crisis in just a few short months. it does not solve the problem. and it has no chance of becoming law. >> reporter: washington area democrats lined up in opposition. donna edwards of prince george's county. >> the republican majority is ready to jeopardize our entire future for this garbage. >> hell, no, you can't. >> this proposal takes us farther in the wrong direction. >> reporter: but house republicans say reining in spending is what americans

want. >> the nation spoke decisively in electing this new majority to the house. we were sent here to control spending, to control the size of the government, to get the government out of our lives, out of our pockets and back within the bounds of the constitution as designed by the founders. >> reporter: speaker boehner spoke moments ago anticipating senate rejection of his plan. >> this house has acted. and it is time for the administration and time for our colleagues across the aisle, put something on the table. tell us where you are. >> that's exactly what harry reid and senate democrats are expected to do later this evening when they kill this new bill that is being voted on in the house at this very moment. the democrats will plan their own plan that boehner whether then kill in the house. that means the weekend starts with no deal. if there is one, it will likely come with crash leadership negotiations saturday, sunday

and monday. guarantees, none. lesli? >> some long hours ahead. gary, thank you. the stale mate on capitol hill may already be making it harder to finance the new roads and schools and fire stations in your neighborhood. the credit reporting agency is warning local governments across the region that it could downgrade their hard aaa bond ratings. they could pay millions of dollars more in financing costs. >> reporter: prince william county. >> this part of the county is in desperate need of renewal and infusion of cash. >> reporter: spending hundreds of millions of dollars to widen the road and redevelop the area and all that could be slowed by the stale mate on capitol hill. >> they are behaving like a bunch of bafoons? >> you are calling the president one? >> everyone in washington is a bafoon as far as i'm concerned.

>> reporter: a looming threat of a federal default. >> this could make that absolutely more of a challenge. >> reporter: in virginia moody's has put several counties on a credit watch list. in maryland the jurisdictions include montgomery, prince gork's counties and several others. >> it is frustrating because it is something completely beyond your control. it is like a hurricane but it is not a force of nature but an act of human beings. >> when we sell bonds to renovate schools, fire stations. >> it will cost you more. >> it will cost us more and when it costs us more it means there are other things we can't do. >> reporter: democrats, republicans and independents have come together to urge congress to come together. supporting the gop solution but one big problem with it. >> is it a good idea to revisit this in six months? >> no, i don't think so either.

degrees on this friday afternoon. it has been cooking out there. the official high at reagan national 104. that shatters the old record of 99 set in 1993. the last time it has been hotter than 104 was 105 in august of 1997. the all time high around d.c. is 106. that was in july 1930. yes, it is a hot one. we do have a heat advisory in effect until 9 p.m. tonight for the entire d.c. metro area. right now it is 102 in downtown. 99 in manassas. 99 degrees in leesburg. 106 in downtown. we are watching storms to the north of us and they may impact our area generally north of town we could see showers and thunderstorms. so keep your eye to the sky especially if you're near the mason dixon line in northern maryland. cloudy conditions tonight. warm and muggy. lows 73 to the lower 80s in downtown. we will have your full weekend

forecast coming up. back to you. new tonight. the first of six suspects accused in the murder of a d.c. teen has pleaded guilty. cynthia proctor went before a judge today for the death of 18- year-old latisha frasier. police say proctor played a role in the murder and dismemberment of frasier's body. vorgtsinvestigators believe the body may be in a land fill. looking for a suspect. it happened in an apartment complex near the dulles toll road and route 28. peggy fox is live there now. >> reporter: this community is surrounded by an iron fence with gates but it was no deterrent for this robbery suspect because the gates are all unlocked. and police say the suspect

walked right through an unlocked door in an apartment. inside he confronted a mother and her toddler and teen age son. he implied that he had a gun and he forced them into a back room where he tied up a teenager. when a family friend and the father came home police say the suspect assaulted both of them. he then forced all of them into the family sedan where he then made them drive to a nearby a.t.m. and stole their money. then he had them drive to a secluded area where he got away. >> it is gated. it looks like it would be safe. there have been other break ins before too. so this isn't new but it is surprising that it was so violent. >> it is sad. definitely keep your doors locked. >> reporter: that's exactly what police are advising tonight. even if you're just going out for a walk keep those doors locked because they believe this was a random attack and

a plan to keep metro bus riders safe seems to be working but not without some controversy. since the transit agency installed security cameras on their buses there have been nearly 2000 disciplinary actions against drivers. we are joined live from metro headquarters with the breakdown. >> reporter: wesley, over the last few months metro bus drivers have been singing that old song i've got a feeling somebody's watching me. these cameras installed in metro buses last fall were meant to track buses and help operators improve their driving but since february the cameras have caught drivers running red

lights, speeding, not wearing seat belts and chatting on cell phones. the result is almost 1800 disciplinary actions including 222 suspensions and 20 firings. metro says that the $3 million program has improved safety. >> what we are identifying are drivers' actions that most of the time are defendable. again, 80% of the things we find are not taken for disciplinary purposes. it is a training tool for the operator most often. >> reporter: although they are using the equipment to take discipline on the operators they are not addressing the real issue which is dealing with the schedule. they have unreasonable schedules that the operators work. >> reporter: most passengers we interviewed welcome the the cameras. >> it is a good idea. it helps to keep the community save knowing they are watching these people that are paid to transport us all over the city. >> reporter: metro says all of the drivers disciplined, a majority of them are not

committing the same mistake. lesli, maybe if they install those cameras in congress we wouldn't have such a budget issue. >> we do have cameras there right now. house representatives are vote. democrats say this is dead on arrival in the senate. you can see right now 209 have voted yay, 187 have voted -- or that may be 202 have voted nay. we will give you the final tally as soon as we get it at any rate. anny, probably just as hot in there as it is outside. >> record breaking heat. couple of thunderstorms out in the mountains and garrett county. live doppler 9000. you can see the area shaded in yellow. that's garrett county. up in the mountains we do have severe thunderstorm warnings until 6:45. so we are watching these storms to the north of us that could

impact our area around the mason dixon line through this evening. right now the heat advisory still in effect around 9 p.m. so dinner plans for tonight. you might want to be inside or have a nice cool drink if you're out on the patio. leesburg 99. annapolis 94 degrees. the dew points not so bad. in the mid-vote mid-60s around down. frederick 59. so not as bad as the upper 70s we saw even just yesterday. 70s oppressive. to the south it feels pretty bad. feeling uncomfortable how we call it. which are watching tropical storm don. winds at 50 miles an hour gusting up to 65. moving west-northwest. could hit corpus christi by 10 p.m. tonight. at 2 a.m. winds will weaken to 45 miles an hour bringing a lot of much needed rain to parts of texas

where they have been dealing with some severe drought conditions. that rain though not going to be enough to get them out of the drought because it has been persisting for quite a bit of time. back in our area here's a look at the satellite radar picture. north of us got some severe storms going through but we will watch those storms closely. so if you do hear rumbles of thunder may want to go outside and seek storm until that storm passes. showers and storms possible. generally north of town. lows will be 73 to 81 degrees. so downtown it is going to be a warm overnight. only cooling down to the lower 80s. manassas 76. culpeper 75. hagerstown around 73. annapolis lower 80s. tomorrow morning mostly sunny and warm for that morning walk. air quality will be code orange which sun healthy for our sensitive groups and winds will be light. now, tomorrow afternoon still another hot day. but not as hot compared to today. a little sticky. highs will be around 95

another context during the clinton administration this may have the life span of a cheeseburger on air force one. in a vote that may have saved the speakship of john boehner his new plan has just passed the house of representatives. it will go to the senate this evening when senators have vowed to kill it. now what kind of agreement can be reached over the weekend with only four days to go now before the united states runs out of money to pay its bills. the gavel just came down. the boehner bill passing. goes to the senate. 11:00 p.m. tonight, lesli, we will show you what happens now until then. >> all right, gary. thank you for that. still fighting to do. at least football is going forward and what a day to get back out on the field. yes, it is good for them. get the heat, get sweating out there with the pads on. it is goods for them i guess redskins appeared fans braved the heat today. dave owens is at redskins park

in ashburn joining us live where, dave, i hope they got that media tent for you all so you could have some shade today. >> reporter: i'm in the tent right now. mike shanahan just spoke to the media. we deferred to capitol hill. he talked about donovan mcnabb. a lot went into the decision to get rid of him but he would not go into the detail. he says he thinks the world of donovan mcnabb. is he a class guy. he also dealt with the speculation that there were personality conflicts between donovan mcnabb and some of the coshes. he says that never happened. he said donovan mcnabb was a class act the whole time. he wished him well. and in terms of albert haynesworth, he said he knew albert was going to be here either way. either they were going to get rid of him or albert haynesworth would not be here. he was probably going to end up holding out or not come and be involved with any of the activities. let's talk about day 1. roll some of the video. it all started earlier this morning about 8:30. only one practice this

afternoon where they were in semi pads. they hit the field by 8:30. my count, 60 players dressed up for the two-hour plus session. john beck leading the offense. got our first peek at the rookies. talking about john beck, he says is he ready to go. >> every positions open on our football team. some are closer than others. we will open up that quarterback position. hopefully we can get rex signed. he's a free agent. john has done a good job on our first day of practice. i don't want to put him in the pro bowl yet but is he close. >> pro bowl already. wow. we told you that mike shanahan said he knew he had to part ways with some of the big players. donovan mcnabb traded to minnesota, albert haynesworth
